Timing issue?

My 10thann runs good most the time. It pulls all the way to 8 with a coulple bolt ons. So I konw there is nothing wrong with the motor. But the problem is the car will feel powerful and the pedal will have a positive feel but then the pedal will feel real easy to push and it will not have any power. I have the secondary throttle plates removed and tps is good. I think it might be the water thermal sensor but I dont know. does anyone know what this could be?
